Yes: With proper training and certification from the state dental board a general dentist may use nitrous oxide for anelgesia (taking the edge off without rendering patient unconscious). Following a certified residency in general anesthesia a general dentist may use nitrous oxide to render a patient unconscious. Different delivery systems required.

Nitrous Oxide use: First, there is a difference between minimal sedation, moderate sedation, deep sedation, and general anesthesia. Most gp dentists in office settings use nitrous oxide\oxygen analgesia which is a low dose generally 40-60% nitrous \ 30% minimal oxygen . Each state has their own rules governed by a state licensing\education department for training and certification.
