No: The reason that so many silly claims are made for garlic is that it's absorbed through the skin and the smell appears on the breath. It does have some interesting pharmacologic effects, but "curing baldness" isn't one of them -- if there were any easy cure, mr. Gorbachev, who had at his command the world's best information-gathering system, would still have a full head of hair.
