Probably not herpes: It's probably not herpes. Herpes usually show up as vesicles or circular raised areas. It's best to see a dentist to evaluate area and discuss what he sees.

Block salivary duct: What you might be seeing is an inflamed opening from the duct of the submandbular salivary gland. The saliva from that gland empties under the tongue and the opening to the duct can get inflamed and block the release of saliva from the duct.
