How old should a girl be before going out on a date?

Depends on what kind: Of date, whether parents know and trust the date and how safe the plans. Need to know if date will involve drugs or alcohol. Date involving going to the corner ice-cream parlor in a safe neighborhood should be ok for a 13-year-old. Date with a druggie without an anticipated time to return is never ok. Parents are boss till child reaches 18 years, degree of control is up to them & not to the child.
