If the dry eye is : Severe get it checked out. Usually headache and numbness are not related.

No: Dryness of eyes has nothing to do with headaches. Assuming all the tests that you have had are normal, chances are that you have migraines. Trial of prophylactic treatment for migraines is warranted.
