Allergic: Yes, he could be allergic especially to eggs, wheat and soy. He could also be allergic to dog dander.

Yes he could : Food ; environmental allergies can develop at that early age like your 9 months old child although symptoms present differently from foods and environment allergies. Food allergies can be dangerous and need to be evaluated. Since he has mulpitle symtoms already including childhood wheezes and congestion, i would suggest you bring him/her to see an allergist. A detailed history/exams/test is needed.
