Wait.: Veins in any location can break usually as a result of trauma. When this happens, it is follow by swelling and a black and blue coloring (ecchymosis) of the skin in the area followed by healing over about 10 days. A vein cyst (hemangioma) is a bluish raised area not associated with trauma. This will not go away without treatment. Wait for 10 days and , if no improvement, then see a vein doctor.
