Possibly: If the burn is severe enough, I imagine there could be damage to blood vessels leaving petechial rash. I have never personally seen this. I'd keep a close eye on this, and if seeing petechial in areas without sunburn, then rethink cause and consider lab work or a trip to the hematologist.
