Depends on the type: Of test. Blood tests measure actual levels of HCG and can detect 10 u. Urine tests are generally designed to read positive at a level of 25 u. If by 3 weeks you mean three weeks from the last menstrual period, it is likely too early to test. You should wait after a missed period to test for pregnancy.
