There are many conditions that can lead to difficulty breathing even if the oxygen levels are normal. This is true early in an asthma episode-the airways are starting to narrow but the person typically increases their respiratory rate to compensate. They would then have difficulty breathing but the oxygen saturation would still be normal. Many conditions can do this-a doctor needs to diagnose it.
