Topical Lidocaine: Do not worry about it being expired.  Do not use Lidocaine for PE.  Give it a couple of days to wear off and you should be back to normal, if not, then see your PCP.

See a urologist: It is possible there is "less" skin to stretch during erection, , consequence of circumcision, or some scarring .If you can, see a urologist, this can be remedied.
You are too young to be bothered with this issue.
