Yes: Specialized shoe inserts, such as the superfeet brand, do help persons with flat feet. The inserts have a firm, supportive underside, and a softer foam topside. They help hold up the person's flattened arches.

Varies: It varies from person to person somewhat and is a little trial and error.  That being said, most people with flat feet tend to probate their feet and so if you go to a sporting good store and ask to try on several "anti pronation" shoes, you will probably find one that will be a very good fit for you. Pain : You really can't "see" a flatfoot inside of a shoe....So they are more bothered by pain.

Comfortable: And supportive. You can do the latter, if you switch your orthotic to the different shoes you will be ensured good support in all your footwear.

Variety: There are many good otc insoles. A few of my favorites are: powersteps, superfeet, spenco orthotics and  birkenstock. There are many others. You need to try them on as each will feel a little different. Too much support may not feel comfortable if your foot is very flat. Dr l.

Removable insoles: Buy a shoe that is really comfortable for you that has removable insoles, since most of the insoles in shoes are junk.  Replace them with (my opinion) spenco polysorb insoles - walker/runner, cross trainer, or total support.

They can be...: See a podiatrist and your visit should include a  foot examination, possibly xrays and gait (walking) evaluation.  Orthotics are prescription devices to help accommodate and help the foot function.  As a means to treat conservatively (avoid surgery), many times, orthotics are used to hold the foot in good anatomic position and avoid abnormal mechanics which can lead to further problems.

Heel height is not: As important as a proper arch support. A proper arch support or orthotic will lift you out of over pronation by supination the foot back towards a neutral position.
