No and no: The veins drain blood away from tissue, and sometimes they are located closer to the skin in some women, which makes them more visible.  In young women, such as you at age 16, the breasts are developing and responding to hormone signals.  I would not worry.  And please no plastic surgery!  Best wishes!

Scar Tissue is...: ...An inevitable and expected outcome after every operation. Your oncoplastic procedure likely "rearranged" the breast tissue, creating scarring in the area of the lumpectomy and below the areola, along the "inverted t".  If you had radiation therapy, this will increase the scarring further. Best bet: ask your surgeon--depending on the timing, breast massage may help.

Let it be: What you described is not a health issue. The veins will become less prominent with time. Trying to hasten the natural process is likely to make matters worse.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine

How bad is it?: It really depends on how bad it is, the severity of your symptoms, age, growth history/curve, etc. 
Patients with virginal hypertrophy may benefit from early intervention. However, if you can tolerate the weight of the breasts, surgery can be deferred.
