Depends on how bad: A sunburn is just that, a burn.  Burns can be classified as 1st, 2nd, or 3rd degree.  A mild sunburn, 1st degree, will get red and sore but will probably heal without scarring.  A severe sunburn is like a 2nd degree burn with blistering of the skin.  This more often can lead to freckling or scarring.  Overexposure to the sun, regardless of burning, increases your risk of skin cancer later in life.

Won't prevent scar: But it will soften the area and help make it less noticeable.  Normal insect bites shouldn't scar unless scratched open if this is a problem too try putting some Benadryl (diphenhydramine) cream on and covering with band aid.  If you are dark pigmented and have dark scars try fade cream but don't use it close to your eyes.

HFMD: Viral infection usually takes 5-7 days for the rash to start drying up and the pain in throat due to vesicles to go away. Hfmd rash does not leave scars usually. Try to put some calming lotion like calamine so child doesn't scratch the bumps.

Avoid using: Do not wear the nickle ornament any more, wash with soap and water, use over the counter 1%  hydro-cortisone cream if no improvement in few days see your doctor.

See a physician: The skin can be affected by multiple conditions. What you are describing can be any of them, including psoriasis, atopic dermatitis, among others. Consult with a physician for a physical exam.

It may get better!: Very itchy and dry skin is part of eczema presentation. If the rashes are present, especially in area of irritation and scratching a rash like scar can appear. After intense treatment by a physician, the rash can go away.

: It's tough to make a correct diagnosis without visualizing the lesions. I think you suffered this problem long enough to necessitate a dermatology referral by your family doctor.

It : It sounds like you might be describing a scar that was created from having the birth control implanted in her arm.  Hard to tell without a picture.  This is possibly a hypertrophic scar or keloid scar.  These are tough to improve but options would include silicone gel sheeting (otc), Retin-A cream, laser treatments, or injections of steroid into the area.  I hope that helps!
