No: This is an anti-inflammatory medication and does not possess the properties that usually cause euphoria (high).  All medications can be dangerous if taken inappropriately.  Discuss this with your pcp.

Yes: One shot of toradol should not do any harm.

Yes : Meloxicam can cause increases in liver enzymes.  The elevation you describe is mild but you should discontinue the medication and recheck your liver function.  If it remains elevated then there may be another cause.  You should also avoid alcohol as well.

Several points: Usually non-steroidal anti-inflammatory agents raise systolic and diastolic blood pressure measurements by only a few points, but some persons are more sensitive to this side effect.  I'd try to stop the Mobic (meloxicam) and use Acetaminophen (up to 3 grams/day unless you have liver function abnormalities) and see if your blood pressure returns to  your normal.

It shouldnt: It shouldn't. Hctz (hydrochlorothiazide) can take a couple of weeks to hit full effect. Just keep an eye on your BP over the next month and if it does not change, i would consider that possibility.

Meloxicam: Although meloxicam is being marketed as a COX-2 inhibitor, it is classified in the Physician's Desk Reference as a nonselective nonsteroidal analgesic because it has higher COX-1 inhibitory effects than the other COX-2 inhibitors. Nevertheless, meloxicam is more potent against COX-2 and is more favorable to the GI system than other nonselective NSAIDs. High cholesterol is a risk factor.

No, but: You should not be taking meloxicam at all if you are trying to become pregnant. there are risks tothe fetus.

OMG, stop NSAID's!: There are many causes of peptic distress including: food, obesity, pregnancy, smoking, alcohol, stress, h.Pylori infection, daily or prolonged NSAID use, to name a few. Your two-year history of daily use of nsaid's (meloxicam, advil/ibuprofen) is the red flag here. Unless prescribed, stop the nsaid's, start Prilosec otc, ; assess response over 3-4 days. Call doc if persistent symptoms, bleeding...
