what is the normal length of uvula? is it considered elongated if it touches base of tongue? don't have any infections, fever or symptoms. just during regular self exam of mouth saw uvula slightly touching base of tongue with in relaxed state?

See an ENT ASAP: While it could be minor vitamin B12 deficiency, it could also be a much more serious condition, you need to see a md or ENT asap.

Fever, constipation: Fever can cause fluid loss thru sweating that can lead to dehydration if fluid intake is poor. Bloating can come from gas-forming foods, air swallowing when eating, or infection (food poisoning, "stomach flu"). Replacing fluids is essential to prevent severe dehydration (&amp; continued constipation). If problem persists, see FP to determine cause of fever especially if fever was over 101º

Virus: This could be a virus. It is important to keep your daughter hydrated.  Encourage her to drink, cold icy things are tolerated when the mouth is sore. Talk her to the pediatrician  for evaluation.

Not directly: It could be related, however if a bacterial infection is the source of your white tongue.  If your tongue is entirely coated in white, you are likely to have an inflammation of the papillae that is caused by dead bacteria, debris and dead cells getting stuck among them. Smoking, excessive mouth breathing, dehydration, excessive alcohol intake, and poor oral hygiene can also be factors.

Oral hygiene: I'd get checked by an m. D.  Your tongue could be coated from the bacterial imbalance that is taking place.  Again, check with your m. D. To determine if it's viral or bacterial.  In the meantime,  improve your oral hygiene by brushing twice a day, flossing once a day, and brush your tongue thoroughly, especially way back.
