Allergies or cold.: Usually a runny nose is indicative of allergies of a cold. For the former, you could also have headache, facial pains, earache, and scratchy throat.  For the latter, you could be achy and feverish.

Get checked: Any time we see a darkly pigmented area on the skin, a closer evaluation is recommended.  Melanoma is always a concern.  While this can be due to a benign condition, it is always advisable to have it checked in the near future by a specialist.

Viral infection: He is most certainly have a viral infection such as common cold, RSV or flu.  But it sounds to me like he might be also is dehydrated. Be sure, he takes a lot of fluids and well hydrated. Take him to a doc asap. 
At this age kids are very vulnerable and might run complications such as dehydration, viral pneumonia or RSV bronchiolitis more easily.

New viruses: You have been exposed and become immune to the cold viruses in the area from which you came.  You now are in a new place with a new variety of cold viruses and are getting them one by one.  Until you have been in most new places for a while, you will get a sequence of colds from the new exposures.

Possible infection: With high pulse and  and discharge could be a throat infection  any fever ? Watery eyes may be allergy would push fluids , Benadryl (diphenhydramine)  and if any elevated temperature get checkefd.

Ipratroprium: There is a generic nasal spray, ipratroprium bromide 0.06% that is very effective at shutting off the mechanism in the nose that produces these thin secretions. It can be used two squirts in each nostril as many as four times a day, if needed. As the inflammation of the cold subsides, you won't need it as often. This works for the drippy nose you might get from cold air, exercise, etc.

Side effect?: You may want to go over his new medications. Some medications can cause runny noses. Some new class blood pressure medications like arb's can cause a runny nose. Check with your doctor about the sude effects of your new medicines.

Doctor can examine: In the US, the recommendation is not to use cold medications such as decongestants, antihistamines, and cough suppressants in babies or young children who have typical cold symptoms. Each patient and each illness has its individual characteristics, so it is hard to generalize. That said, babies under 3 months of age with any ill symptoms usually get an in-person exam.
