Swelling: When we lie flat, fluid accumulates in our eyelids, hands and feet.   It should go away within an hour of standing.   If excessive, see your doctor.

Liver disease?: It is hard to say without more information and a physical examination but sounds consistent with a condition of the liver causing jaundice.  Have her see her primary care doctor to get examined, a diagnosis and treatment.

Depends: Zyrtec is a very good medicine over the counter, can add singulair (montelukast) which you'll need doctor's prescription, and nasal spray, or can have him tested and decrease exposure to whatever he is allergic to, and/or desensitize with allergy treatment.

Time to see your Doc: If this is "just" your eczema, it sounds like it is not responding to current Rx, and you may require more intensive Rx (such as systemic (oral or injected) steroids, if you are already maxing out on topical steroids). However, I fear this may be more than just the eczema, such as a secondary infection, requiring additional therapy. In either case, you should see your primary or skin doctor.
