Skin Tear: A wound should not have anything toxic on it. Hand sanitizer is toxic because the contents have alcohol. While it can kill bacteria, it also kills good healthy cells interrupting a healing process.

my cat pricked me on the top side of my back today. cat up to date w/ shots. doesn't seem to be broken skin or bleeding, just irritated. i tried washing it with soap and water with a scrub and then put hand sanitizer on it. hoping that was sufficient?

Don't : Don't worry. The stinging most likely resulted from the vehicle that the medicine was in (ie, foam, lotion, gel, etc). Sometimes these have alcohol in their base vehicle which certainly doesn't not feel good in an open wound. The amount of systemic absorption that you get from topical application of a steroid of this strength is extremely minimal and almost negligible...Across normal skin and in an area of broken skin. You have done no harm to yourself.  L would recommend asking your doctor for a the medicine in a different vehicle to avoid the sting.

No: It's safe, but it may hurt your cuts. I doubt the alcohol contents of the hand sanitizer is significant enough to cause alcohol poisoning unless you may be poring gallons on your skin.

It makes one dead: The alcohol component in many hand sanitizers is not safe for human consumption and may cause fatal reactions.

Yes: It is effective in killing many of the organisms that you take care of with handwashing, however, it is better to wash them for around 20 seconds making sure you get the tips as well as around the fingers if given a choice.

COVID-19: The Dallas, Texas area has 750 confirmed cases and 15 confirmed fatalities due to COVID-19. as of April 1st.  Social distancing - avoid public areas and any gatherings, stand at least 6 feet away if necessary activities - grocery shopping, healthcare.  Wash hands frequently for 20 seconds and avoid "high touch" surfaces like public doorknobs and sinks, counters.

Safer than you think: Dental offices have been practicing universal precautions for decades... we assume that everyone has some illness, hence mask, gloves, steam sterilization of instruments, disposables, etc. COVID has resulted in additional protocols for staff and patient safety, including face shields, social distancing, and hand sanitizer to name but a few. No dentist wants their patients to get sick from a visit.
