Normal or vascular: Red spots on your feet can be a normal part of aging or anything from dermatitis to insect bites. I would go have them looked at by your favorite dermatologist or podiatrist especially if they are changing or spreading.

Tricky: dermatologic conditions are hard to discuss without seeing them. The pattern of dots would likely tell if infection or small capillary leakage (circulation). BUT foot swellling is an indication it is circulation. There are limited options for this.

Red spots: The spots could be something other than simply dry skin.  I would recommend trying either Hydrocortisone cream or a topical antifungal such as naftin (naftifine).

Bites: If you were sitting near or on grass, in my experience, these spots turn out to be chigger bites which can be flat or raised red spots. However, they are usually itchy and will resolve after several days. Calamine  lotion or cortisone ointment helps relieve itch. See a dermatologist as needed.
