Naturally,it's not!: The 'whites' of our eyes are not naturally white.In fact, the white covering, or conjunctiva has many blood vessels within the tissue.Under conditions of 'stress', such as dry air, cigarette smoke, environmental allergans, etc, the blood vessels dilate and become engorged with blood.Hence, the whites of our eyes become a liitle more red in appearance.

Warm compresses: I would just wipe away the drainage from the corners of her eyes with a clean warm damp washcloth.  If it persists past 10 days or if it gets worse then take her in to see the pediatrician.

Why would you?: If you have an occasional redness you can use over the counter vasoconstrictors with or without antihistamine.  But maximum use is once or twice a day.  Using them more often causes a rebound vasculitis, a redness that is hard to treat.  If you have chronic red eyes you should see an ophthalmologist for proper diagnosis.

You can't: There isn't medication to make your eyes look whiter although eye drops temporarily shrink blood vessels in the white part of your eye & make them look whiter. However, your symptoms will worsen if you use the drops on a regular basis. Certain cosmetics can also improve the appearance of your sclera, or the white part of your eye. If the eye is painful, yellow, or draining, see a doctor.

Mean conjunctiva?: The white part of the eye is sclera.  It is covered by:  first a layer called tenon then the most superficial layer conjunctiva.  Swelling of the sclera is rare and more dangerous. Swelling of conjunctiva is called chemosis.  It can happen with allergy, trauma including post operation, infection, foreign bodies ; a number of other causes. Blue sclera: The main cause of blue sclera that I am aware of is due a condition called osteogenesis imperfecta.  People with OI do not make collagen , a connective tissue, correctly.  This can result is several things, most noticeably bones that fracture easily.  The blue colour to the sclera is due to the problem with collagen synthesis, since the sclera are made largely of collagen.

No red out drops: Do not use red out drops on a regular basis--these can actually make the redness much worse. I recommend wearing sunglasses with maximum uv protection, make sure you are getting enough sleep, avoid dusty/smoky environments, and use an artificial tear drop up to 4x per day.  Cold artificial tears can temporarily constrict blood vessels and make your eyes appear whiter.
