Try rinsing: Try using an eye wash to rinse it out. If it there is something there, it may wash out. If it is stuck there, it may be a deposit of calcium or a small stye. An eye doctor can take a look and remove it if needed.

Need exam: This is hard to determine what it is without seeing it. See your eye doctor. This does sound like a cyst, but again you eye doctor will be able todiagnose and treat appropiately with an exam.

Freckle: Chances are this is a freckle or light mole that became darker as the sun rays activated the melanocytes.  There are many other possibilities, but would have to know more.

Lesion on eyelid: Questions to answer are: how long has it been present, is it growing in size, is there any loss of eyelashes, are any abnormal appearing blood vessels present, does it bleed spontaneously and finally, is it behaving like the previous spot?  Because your history of skin cancer you should make an appointment to be seen by an Ophthalmologist/Oculoplastic surgeon for further evaluation and management.
