Inflamation of nerve: you have inflamation the nerve going to this location.  Neuralgia.  most likely due to a virus, the most common of which is theherpse zoster virus...i.e. post herpetic neuralgia.

Folliculitis: Usually this is due to folliculitis secondary to ingrown hairs. If they become swollen to seek medical attention. In the future you may want to consider laser hair removal.
