Growth: If the growth is a bit irregular or has a rough surface --could be a wart If the growth is a smooth white bump ---could be a cyst. Lastly if it is a smooth flesh colored or slightly pink growth ---could be Molluscum. It would be prudent to have it checked out !!

Red Patch tongue: You may have "geographic tongue." read===>http://voices.Yahoo.Com/what-causes-red-patches-tongue-3262453.Html. Without further details, it is hard to provide a cogent differential diagnosis. The "skin tag" is probably harmless and you should consult an oral  surgeon to have it removed. The geographic tongue is harmless; we don't know exactly what causes it. It is common in "allergic" families.

Need to examine: It is not feasible to provide a meaningful opinion without examining you. What you described does not seem serious. You may watch and wait. If the "tag" doubles in size, ulcerates, bleeds, other "tags" appear, glands in you neck become large, you get fever or lose weight, see a doctor.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Exam needed: A skin tag doesn't form over night. An inclusion cyst is more likely but an examination by a physician,gynecologist or dermatologist is needed for a definitive diagnosis and an outline of treatment options.

for a little longer than a week i've had a white long skin tag type looking thing on the top of my tongue, it's almost at the tip of my tongue. it's not painful unless i pull on it. i've tried brushing it off with my toothbrush but that hasn't helped?

Inflamed papillae?: See your dentist for a one on one evaluation and recommendations. No treatment may be necessary unless it's purely an annoyance to you and if it is nothing more than an inflamed papillae and cannot be resolved with routine use of a tongue blade, it can always be incised off. However, it could be other things as well so get a consult.

See a dermatologist: The foreskin is not a common place for skin tags. Two possibilities are molluscum and warts. If the diagnosis is not clear from a physical examination, a small biopsy can be done to confirm. Both of these are viral infections of the skin and can be sexually transmitted. Until you figure out what these are, please use a condom with your partner.

Mouth lesions: Skin tags are outpourings of skin. They do not occur in the mouth. White patches in mouth can be canker sores or aphthous stomatitis.  Not caused by HPV.
