Worthy of exam: Sounds a little like a patient I had with hydrenitis suppurativa.  She changed her diet (much less sweets and carbs and got some dramatic improvement)  It is worth getting a formal exam,  usually by a dermatologist and getting it  diagnosed  and cared for sooner than later.   Not an easy concern to have at any age and all the more at your age.  Have it checked out.

Ingrown hair: Without examining it is most likely an ingrown hair. If when raised was red or felt tender it cold have been a small infection. If it recurs have an Ob-Gyn or Family doctor check it

Mons bumps: May be folliculitis, infection  of  hair follicle, very common especially if shave.  Would follow with doctor/ urgent care.They can give topical antibiotics ( sometimes bacitracin) that may hepl, sometimes you need oral antibiotics as well .Wash well 2 x a day. See a doctor this week.

Possible STI: Painful bumps on the genitals most likely mean a sexually transmitted infection. It could be herpes, genital warts, or chancroid/bacterial infection. OTC analgesic, sitz bath might help, but exact treatment depends on causes of genital sores. Your doctor might prescribe antibiotics, topical steroids, or antivirals.

Time to go...: a small recurrent tender spot might be an oil gland that's starting to get infected, or even the beginnings of something worse. 
Probably the safest thing is to consult a dermatology practitioner. 
Its also generally safe to kill off local skin cells etc by freezing...they sell kits to do this over the counter.
Or you could just watch and wait..and see your PCP if it continues.
