Not sure but: Difficult to say for sure but hernias can occur in area and become irritated, old scar tissue or granuloma from prior surgery, rarely a sinus or fistula especially in crohn's disease, tumor or tumor related lymph node occur there, eczema, maceration from obesity, yeast infection. Best to have examined, a scraping for exam under microscope, culture and possibly an ultrasound or ct scan. Get an exam.

Infection: May be bacterial or fungal. Clean it well with a q-tip and peroxide. Apply a coat of neosporin triple antibiotic and cover with a porous bandage. Change the bandage every 12 hours until it starts to look better. If it doesn't look less red or angry in 24-36  hours have a physician evaluate. If the redness is spreading around in the skin of the  belly seek prompt treatment.

Pierce is infected!: This isn't a leak, it's an infection. You can try antibiotic ointment, but your belly button jewelry is now contaminated with bacteria and will serve as a source of infection and ongoing trouble. Remove the jewelry, soak in ahcohol (or discard), heal the pierce (maybe you need oral antibiotics too), and start over with better wound care and less contamination. Do you own a cat? Litter box germs?

Itchy, red belly: One of the common causes of an itchy, red, oozy belly button is seborrheic dermatitis--irritation of the skin from sweat and natural oils. You can test this out  by treating it with otc 1% hydrocortisone, which should improve it in a few days. If it still persists, you'll have to consider more rare conditions like a connection through the belly button to the abdominal cavity which is leaking.

Need more info: What you described suggests inflammation of the skin in the pit of the belly button. If you are overweight, that make the pit at the belly button deeper and more prone to accumulation of debris and infection. You may need to see your doctor for an evaluation and topical antibiotics.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.
