See your doctor: Your doctor could see if it is infectious folliculitis or if you have atopic dermatitis.  Depending on the circumstances of how it got there also affects how to treat it.  It may be from an injury or a razor burn, .

Erythema nodosum?: Erythema nodosum is inflammation of the fatty layer of the skin.  Birth control pills are one of the common causes, but there are many others including reaction to other medications, infections, autoimmune conditions, scarcoidosis, etc.

: Localized Trauma causes the breakage of small capillaries close to the skin and around the injury site. These broken vessels leak fluid into the local tissues which can look like a bump, or if they leak blood, like a bruise. Typically, these bumps/bruises will aid in the healing of the injured areas and will go away within days or a week. Apply ice to reduce inflammation and avoid reinjuring.

Lumps and bumps : You are an 18 year old female with a painful bump, please see your doctor. Unless there has been direct trauma to explain this I have a high suspicion and concern. This must be worked up. Orthopaedics has a protocol based on your age and location of bump. This is not to be ignored.

Shin bump: Other information would helpful to determine what this might be. Does it have any color, is there increased temperature of the skin, does it move beneath the skin?

Orthopaedics consult: If you have significant night pain, an osteoid osteoma comes to mind. However, the best answer is to refer you to an orthopaedic surgeon for a full history and exam. Imaging such as x-rays helps in the diagnosis of such issues. Have you had any trauma to your shin? Playing sports? Your physician will be able to look at your leg in person and give expert advice.
