Cellulitis typically does not come and go neither does psoriasis. Although no itching a contact dermatitis would be most likely.  Could be just skin getting dry. See if moisurizer effects the rash.

There are over-the-counter creams with 12% ammonium lactate to start with. However, sometimes you may need a prescription cream to help those really stubborn spots.
