Reliable: Most health campuses have qualified practitioners on site to evaluate students. 

If they obtained specimen and sent it off, odds are they sent it to one of the few national labs to run the tests.  This would be accurate. 

If unsure then, seek a second opinion.

Yes: for HIV at  2 weeks and current tests the virus and the immune reaction are both tested for and at least one has to be there.
For all other infections, mostly the immune response can be found by 2 weeks, but certainly by 4 weeks. The risk of a false test is far, far less than the risk of lying and a new infection, so we can't tell if there are ANY false negatives by 4 weeks.

Not routinely: Std tests only performed if you as patient or dr thinks you have or are at risk.

Planned parenthood : Go to a planned parenthood clinic they do all sorts of testing and can provide lots of support in the process.

Double testing: STD testing involves both blood and vaginal testing. If there is a concern about a specific STD risk the MD may do testing of the anus if it is not covered by the aforementioned testing.

i've been tested (blood test) for std and i had negative result for herpes. does that mean i don't have either hsv1 or 2?

Herpes blood test: Having a negative test for herpes  should be clarified. There are different tests for              hsv i and hsv ii. Having a "negative test " may mean you haven't developed antibodies yet (too early to measure your exposure), or they tested for one or the other, or both. You should ask the doctor which test you had, and if you should be retested for specific type in 6 weeks or so.

i'm having a pap smear tomorrow is it a way this can test for std or hiv i've recently been tested last month but want to retest again just to be sure?

Different test: The Pap Smear and HIV tests are different types of test, but you should be able to get both at your visit. Ask your doctor if the timing is right for a second test.
