Sounds like a fissur: If you have a tearing, ripping sensation when having a bowel movement, you probably have a fissure. You need to be seen by a colorectal surgeon for advice on how to best manage it and get it to heal.

HOWEVER, it might be something more serious, so you should have it checked by your doctor or see a gastroenterologist (a specialist in that area). Your age is not listed in your records, but, the older you are, the greater risk you have of colon cancer, so, have a doc check it out.

: What you described suggests a skin tag usually associated with an anal fissure. It is imperative that you avoid hard stools. 
You may take a fiber laxative like Metamucil and drink enough water daily so that your urine is colorless. For the long term you may try to increase your intake of fiber foods.

Hemorrhoids: Hemorrhoids come from constipation due to sitting to long on the toilet and straining.  Change your diet to less constipating foods.  Increase the fiber with fresh fruit and decrease the dairy.  If that doesn't work, see your doctor.

Left alone they often spontaneously vent/drain only to re-accumulate germs &amp; pus because a  capsule/rhine is left behind that does so. The only way: of eliminating this troublesome pain in the rear is by seeing a general surgeon who can treat it by ligature or removal of the offending vein!!
Ask your PCP (Primary Care Provider) for a referral...in the meantime hot SITZ baths are transiently helpful
as is "CAINE" containing rectal ointments!

Some people swear that ANUSOL helps...

More info needed: Maybe nothing is wrong. Normal anal papillae can appear whitish, but no pain unless infected. Anal warts may be possible; they are most common in men who have had receptive anal sex with other men, but not rare in heterosexual men. If sexually exposed, maybe other STDs? Without more information, it isn't possible to say anything more. See a doctor, and be honest if any possible sexual risks.

Ring: If the ring is well demarcated and itching, it may be a fungal skin infection ( tinea corporis), anti fungal cream may help.
