Blood under toe: You can get a subungual hematoma. Sometimes related to trauma. Can occur with ill fitting shoes.

See MD: If you have blood under the skin that has not resolved over a 3 week period you definitely should see an MD. If there is redness or warmth you should go to the ER. Please know all of your past medical conditions, medications, surgical history, and any family history of any bleeding problems. You may need blood tests to check bleeding times, coagulation parameters, blood count, and platelets.

red spot on earlobe a few hours ago. red stop is still there, but the bottom of the earlobe is bruised (like blood pooling). what could it be?

Hard to say: Hypersensitivity rxn to earrings comes to mind - is that feasible with the type of earrings you have recently worn? Certain metals, esp nickel alloys, are very sensitizing. Hydrocortisone cream and avoiding further contact would help if that's the cause.

May be a bruise, or: This  may be a bruise  if it is new or a hemangioma. Your physician can help identify it is.

No, but...: In absence of at least a photo it is not easy to make an accurate diagnosis. There is a benign condition called mondor's disease. Again it is benign. It is a clot i.e. Thrombophlebitis of a chest wall vein. Can be red and painful. Any anti-inflammatory drug can be helpful.
Have however an obgyn see it. Btw, the name  "broken" blood vessel is murky to say the least...

after sitting in a metal chair with a diamond pattern, my bf got a bruise on his back/butt in the pattern of the chair's holes. is it a blood problem?

Bruising from chair: Anyone can get minor bruising from a metal chair with a diamond mesh-like pattern.  It can happen more easily if someone took aspirin or ibuprofen recently.  A blood problem would only be a concern if the bruising was extreme, if the person is taking a blood thinner like warfarin, or if there is a family history of blood problems like hemophilia.

See below: A small number of normal people get a bruise after blood draw and vast majority of these resolve without any serious consequences. Is the bruise stable? If it is growing, contact your doctor. If it is not growing, has no redness beyond the bruise and is not painful, you may leave it alone and it will resolve. It may go through a change of colors like brown, greenish-blue and yellow.

Not normal but it: Happens. 1-2% of the persons getting blood may get a bruise. The incidence is related to the difficulty of blood draw, very young and very old, patients on blood thinners.

Yes: If you apply warm compresses to the area, the blood that leaked from the vessel should be reabsorbed by the body more quickly.
