Yes, but...: Nobody knows the degree of risk because there are too many unknowns, such as: does the other person have the virus, how much virus does she have, what exactly is oral sex for that couple, how many total minutes of exposure per episode, how many episodes, how much total virus gets into the guy's mouth, etc., etc...  So, in life, if a person is a "worrier", he has to play it safe and not do stuff.

Herpes: Yes. Herpes virus is contagious   virus can be shed without any evident active lesions. In particular if vesicles are present the virus is highly contagious . The chances would be decreased if he is on suppressive therapy with an anti herpes virus medication such as valtrex (valacyclovir).

: It doesn't. If a person acquires penile gonorrhea, it was from sexual exposure to a carrier. If gonorrhea travels in the bloodstream (which is rare) it goes to joints/the heart/ the spinal fluid triggering meningitis. It does not selectively seek out the surface tissues of the genital tract.

Mouth cancers can present as non healing ulcers that can be painful. Rarely, there can be painless lymph node enlargement. Patients are staged by size of tumor and lymph node involvement.
