Labial fusion: It's not the urethra that's sealed, it's likely the labia in front of the urethra that are fused together .   This is actually pretty common.   It becomes a problem when,  as you  described,  it obstructs the flow of urine.  When this happens a mild steroid or hormone cream can be used to gently open the labia and remove the obstruction.
