For specific things: Such as congenitally short fingers there are time when function is imporvoed by lengthening a digit but this is a rare occurrence. For a "normal functioning hand" with all the digits there is no cosmetic way that would successfully lengthen fingers. Even in congenitally short fingers it is a very controversial subject as it has a very limited functional indication ( very select cases).

No: If the neck or fingers become more plump - it may give the illusion that they are shorter - but they don't become any shorter.

Myotonias, genetic: Disorders that cause inability to release a grip, are dystrophic (with slowly progressive weakness) or non-dystrophic (not progressive). Dystrophic types have autosomal dominant inheritance, so one of your parents would have it.  Non-dystrophic types are from point mutations on specific genes. A neurologist & geneticist can determine if you have either type. Many are annoying, but not disabling.
