Check T level: You don't say how old you are; if you are in your teens, your beard may simply not have emerged as yet. If you are older, have your doctor check your testosterone level to be sure it is normal. If it is, you are probably just one of those people with sparse facial hair, and there's nothing to be done about it. At least not yet.

Weight loss: Adipose tissue (fat) can promote the formation of estrogenic (female) hormones and this decreases the affect of male (testosterone) androgenic hormones. I don't believe that using external testosterone would be recommended for an 18 year-old. Although, slower and more difficult, weight loss would correct this effect.

Lower estrogen level: There can be several things but the most common in a 40 yo is lower estrogen as one approaches menopause, or the mildly elevated androgen production that one sees around menopause.  However one must consider an endocrine tumor.  The physician should ask other questions such as change in voice, change in periods,  hair growth in other
areas, medications,  muscle hypertrophy, etc.
