You possibly have heat-rash and/or jock-itch in the groin, scrotum areas which can be treated with keeping cool/dry and otc lotrimin/lamisil cream. Stds such as early herpes, psoriasis, warts etc...Need different treatments. Consult doc for evaluation and appropriate treatment. Good luck.

Balanitis possibly : Uncircumcised men can get a fungal infection on the glans and prepuce.   It can also occur on scrotum and inguinal creases   hard to know what it is without examination.
