Cough: There is no precise description, but if you are coughing  enough where it's more then just clearing your throat several times a day and it happens with regularity, or interferes with other tasks, then u could define it as "frequent coughing".

Allergies?: I'd start with a visit to your doctor.  You could try otc antihistamines and so forth, but you will likely improve faster with nasal steroids.  Let your doctor rule out other diseases at the same time.
