You could not: be pregnant since the tests are negative. You may have changes in your periods for a while until your body balances itself   regarding to hormones back to usual since the expiration of the implanon.

Blood test: Did you have unprotected sex? Did you miss a period? If the answer to both is yes, you may wish to get a blood test for HCG. Or you could repeat the hpt in a week or so. Use first morning urine and follow the instructions for the test carefully.
If you do not wish to be pregnant, use contraception all the time, every time. You may consider implanted contraceptive, or IUD. 
Practice safe sex. 
Get HPV vaccine.

Pregnant: A faint line is still a positive line. You must have a reason to think she could be pregnant yo be testing. If you doubt this, wait a day or row and repeat the test.

Birth control: If you've been getting Depo-Provera shots regularly since 4/15 and are due for your next one 10/15, then you're protected from pregnancy until then. However, if you had sex w/o making your partner wear a condom, then you're at risk for sexually transmitted diseases. If you're worried, take a home pregnancy test and see your Family Doc, GYN or Planned Parenthood for STD testing.

Depends on the test: If you have 4 or more weeks you can take a blood test for more accurate results or even an ultrasound but, talk to your doctor to see what is the best for your circumstances.

Iud and pregnancy : Home pregnancy tests are accurate but not the best. They can be the first useful tool in diagnosing early pregnancy before you get to your doctor. Iud's do not influence or interfere with results of home pregnancy test or any pregnancy test at all.

Yes: Most home pregnancy tests are highly accurate once you have missed your first period.  Follow the instructions closely and use your first morning urine.  It also helps for a more accurate method to collect the urine in a disposable paper cup and dip the test strip inside for the prescribed time vs holding the strip in the urine stream.  Refrain from alcohol and cigarettes until you know for sure.

: HPTs are accurate a week to ten days after a missed period. Have you missed your period? If not, you're not pregnant.
