Irregular heartbeat: If the heartbeat is irregular and not just fast, it is either what/s referred to as atrial fibrillation or supraventricular tachycardia.  It's not unusual to have a rapid heartbeat after an accident as your body has a huge catecholamine output.  It can be irregular for the same reason, but it should resolve.  If the blood pressure is affected, it may require medical intervention.

Damage?: You need to discuss the results with the Doc who ordered or did the MRI. Seems likely that your neck was injured and these findings show the extent of damage. Many have some signs of historic damage but you are young, so since there was a recent traumatic event - it is more likely from that. Ask! I hope it goes well.

It : It depends upon the units being used.  Our lab reports alcohol levels in mg/dl, with 80mg/dl being the threshold of legal intoxication in the state of washington. If the lab in question uses the same units, then the level given would put the patient at nearly four times the legal limit.

In general, a disc herniation, which refers to the extrusion of tissue between two vertebral bodies, happens slowly.  The accident, if it led to sudden pain, may have been causative or may have worsened a pre-existing condition.

One website describes it as:  interstitial tears, also called intrasubstance tears or intramuscular cysts, can occur within the tendon without the tears reaching the surface of the tendon, meaning one won't see the tears if just looking at the surface of the tendon.
