Unclear story: Increased tracer uptake may or may not be pathological- arthritic joints in the neck will commonly have increased uptake.  If it is in the vertebral bone itself, that is unusual and would need a "second look".  A "torn labrum" would suggest shoulder pathology, not the neck- you may simply have your terms confused.  Obviously, you had a test done for a reason so need to f/u with the ordering doc.

See neurosurgeon: Sounds like you have a growth in neck which could threaten spinal cord.  Do not waste time, see neurosurgeon ASAP.  Whether conservative approach or surgery unclear from your description, but would cover all the bases regardless, as there might be considerable risk.

Need more details : Normally the cervical canal forms a tube-like space through which the spinal cord goes through.  This space has leeway  to allow to allow for flexibility. If a prominence is in the canal it is taking up space in that tube like space. If too large the prominence could interfere with the spinal cord. The question is how large or small it is ? Does it  interfere with the spinal cord or not?

what does "the marrow signal in the cervical spine is decreased" mean? it says it can be correlated with a cbc. from mri scan from 2007. concerns?

Not much: Each of the tissues in an MRI gives if a characteristic signal, which then makes it a certain appearance on the image.  So the marrow signal was lower than average.  This could be a normal variant, but is sometimes seen in patients with abnormalities of the marrow system which produces our blood cells; thus the recommendation to correlate with a CBC.  I would just mention to your MD.

Cervical stenosis is: Cervical stenosis is more common as we age. Although younger individuals can be afflicted it is most common for people over the age of 50. 
Depending on how much narrowing exists, will influence the severity and type of symptoms.

Narrowing: Cervical spinal stenosis is the narrowing of the spinal canal in the neck. This is usually caused by age-related changes in the shape of the spinal canal and so is most common in people older than age 50.  I some cases the spinal canal narrows and can squeeze and compress the nerve roots where they leave the spinal cord , or it may irritate or injure the spinal cord itself.

Anomaly : This is most likley an anomaly (a normal variant). In fact, some of the bony prominence on the vertebrae have been observed to vary between racial groups.  Based on these observation, some have proposed categorizing human beings into subspecies.

what could you see in a ct scan of the cervical spine that you could not see in an mri?

More bony detail: CT scans are often used to delineate bony anatomy in more detail than plain X-rays ; esp w/ 3D reconstruction.bony C- spine abnormalities and C spine fractures are better than MRI for this.Disc and nerve imponfenent, cysts etc . are better seen by MRI. Best of Luck!
