Posssible: A wart that is just developing and be tiny could be not yet visible to the eye.  Since warts affect the top of the skin in the epidermis they normally are visible.  Fortunately they do not grow inside our bodies.

Maybe normal: At age 17, your penile skin may still be changing in ways normal with sexual maturity, including more visible sweat glands and other irregularities, more prominent skin folds, etc. Most likely nothing is wrong. See a doctor for what will probably be a reassuring viewpoint. Your pediatrician may do this without telling your folks; or try a community clinic or Planned Parenthood.

: No. warts are raised cauliflower like growths. Your symptoms sound like sebaceous cysts. Pl do not sueeze them. For confirmation pl see a Urologist if bothersome

Warts : Warts are caused by human papilloma viruses (hpv). Different hpv viruses tend to live in different parts of the body. Most plantar warts are caused by hpv1. Plantar warts are on the plantar surface of the foot. What you are describing sounds like it may be a wart. However, it probably a different hpv than a foot wart.  Iif he sees the dermatologist this can likely be treated easily. Take care.

See a physician: Warts are caused by the HPV virus. There are many medications and alternative treatments that work. They also can be removed by a Dermatologist if needed. But before you consider self treatment be sure to have the involved area examined by a physician to be sure you are not dealing with a precancerous actinic keratosis or squamous cell cancer.
