what are the causes of fluid on the ankles ?

Many causes: If it is peripheral edema the causes include an underlying medical reason- hypothyroidism, venous stasis/insufficiency, heart disease, excess sodium intake, diabetes, or caused by medication.  If it is arising from the ankle joints think arthritis.  In either case, see your doctor to get at the cause of the swelling.

i have constant fluid on both ankles and when i don't my heels become very pain full. is it cause to worry?

Ankle swelling: The most common reasong for both ankles to swell in adults is the lower leg veins are not getting blood back to the heart very well.  This causes  fluid, to ooze out of the veins into the surrounding soft tissues.  Supportive hose can be helpful.  If the swelling is inside both ankle joints, and not the surrounding soft tissues, the causes are quite different.  Your primary care physician can help.

i'm starting to notice fluid build up in my ankles.. i was wondering what my be the cause? n if there is anything i can do before a dr visit? no pain

No action: You should not take any action before seeing the doctor so that s/he may examine the swelling first hand.
Having said that, you may have venous insufficiency and reducing your salt intake may help.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

CHF: It could be caused by congestive heart failure. This is something you need to get evaluated by a physician.

i was told my gall bladder isnt functioning & have bloating & fluid around my ankles is this caused by my gall bladder not functioning?

May have different: problems , both need to be taken care, edema o ankles will need immediate attention , if you have systemic diseases like hypertension , diabetes , heart problem will give the edema see your doctor

Congestive failure: If your heart is struggling to efficiently pump blood, fluid can back up in lungs and legs. Stay in close contact with your doc, keep a daily record of your weight, stay on your medications. Go in to see your doc if your weight jumps up or you get short of breath.

Fluid in the bone?: I have never heard that expression nor know what it means. I have heard of "bone marrow edema" which means the marrow of the bone is swollen and that is something that will go away with proper treatment.

Treatment : This can be common with gout. Starting with ice , non steroidal oral medications and gout medication would be first. Additionally a steroid injection into the joint could also help.

Yes: I've seen this happen in many patients.
