: Callusses form when a constant source or mechanical friction causes a buildup of excess thickened skin at certain points of the foot. It is rarely associated with numbness, though. You should see the Dr about the numbness, since this is not typical.

It depends: A callus can be removed in many ways. It can be done conservatively (which affords temporary relief) or surgically.  Calluses are caused by pressure against a bone.  Debriding the thickened tissue will feel better, but as long as the pressure remains, the callus will recur.  Taking the pressure off the area, via padding or an orthotic is beneficial.  Surgical intervention corrects the problem.

Have a healthy diet, exercise 30 minutes/day, drink plenty of water daily so your urine is mostly colorless, have safe sex, no tobacco alcohol weed or street drugs.

Pumice stone : Soke it and then  file off the callus with a pumice stone. After that use moleskin to protect the area from forming a new callus.

Callosity: A blister is from acute friction.  A callosity, the hard part,  is from chronic friction.  Check your footwear.  Check the size against a Bannock device found in most shoe stores and get a pair the is IMMEDIATELY comfortable.  Don't worry about length of shoe by feeling where your toe are. I would guess your shoe was too narrow.

Not permanent, but..: Callosity is simply the body's way of protecting itself from continuing trauma by building up excess tissue at the area of trauma. Scraping can certainly reduce this build up, but it is a dynamic process and will return over  time. Consider adding ammonium lactate lotion to slow the growth. It works by increasing the amount of moisture in the skin and dissolving aggregated skin cells.

Proper shoes and: removal. You need to address the cause of these calluses first, it is likely to be your ill-fitting shoes. The calluses are result of pressure and friction. For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

: You should see a PODIATRIST for an exam and consult. Once a digit is cut off, it doesn't grow back. What you have left is fibrous tissue, which feels and looks like a callus.
