for the past few months i have been waking up with feelings of panic/choking while spitting up saliva. this happens a few times per week. what could be causing these symptoms ?

: Depending on your sleep position, you may be accumulating saliva at the back of your throat which causes you to cough/choke and wakes you up. Are you taking any meds or other substances that reduce your swallowing reflex or increase saliva production? Do you have any out of the ordinary problems with your mouth or tongue such as  infections, tooth decay or masses? Might be useful to see your Dr.

over the last couple of days i have been feeling like my head is full of fluid, brain inflamed, face and ears feel hot, mucus and waking up with a racing heart. im not sure if this is panic/anxiety or something more sinister?

: Perhaps you have acquired acute sinusitis, but, these days, could also consider the COVID-19 variant.  So, get tested, contact your doctor, and receive a diagnosis.  Not feasible to provide an exact answer, otherwise.

Xerostomia(dry mouth: Several reasons, most common is anxiety, medications, and some rare autoimmune disorders as Sjogren (showgrin) syndrome . You may want to check any medications you are on, even OTC meds, keep drinking water/fluids, see your doctor if no improvement, good luck

Occluded airway: Dry mouth not related to  maintenance medicine use, maybe a sign of an altered airway causing one to breathe through their mouth almost all the time.
Have your dds/dmd check your bite. Some bites are predictors of a limited airway. Then see an ENT for an air way evaluation. 
Loud snoring during sleep , awaking to your own snoring are tips of this.  Many dds/dmd now treat sleep disorders.

can we use topical lidocaine (xylocaine) spray for a small lesion in mouth, that cause pain upon eating ?

Yes: As long as not allergic to xylocaine, (lidocaine) yes you may.  If the sore persists though for over a week, have someone look at it.

Salivary glands: You need to eat food that is not high in starch such as potatoes, lima beans as they produce a viscous saliva which is ropey and thick.

Allergic Symptoms: Can vary from person to person. Their severity also vary. Classic symptoms include hives, rash and angioedema, but certain insolence to medications cause only GI symptoms.

This is an anticholinergic used formany things, like gastrointestinal disorders (ulcerative colitis), bradycardia for resuscitation, to dilate pupils in eye exams and to treat insecticide poisoning.
