Need an eval: Only an evaluation by your physician can answer this, but common causes are compression of a peripheral nerve (eg carpal tunnel, which is compression of the
median nerve at the wrist), or compassion of certain nerve roots leaving the neck spinal cord, among other possibilities.

last week i got a cut on my fourth finger on right hand.  it started to bleed underneath nail.  today i feel numbness and tingling on skin below nail.  what is cause?

Subungual hematoma: Blood clot under the nail may expand by incorporating fluid from the surrounding tissue. You symptoms should subside in a few days. If you still have symptoms at two weeks after the incident, see a doctor.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Not Likely: You should talk with the doctor who wrote for the diuretic. The hand numbness and tingling sound outside of the normal use for a diuretic. The hand numbness and tingling raise questions of diabetic neuropathy, carpal tunnel syndrome or cervical disc herniation causing nerve pressure. Be careful with the use of your diuretic as it can cause changes in your potassium level and affect your heart.

Not likely: tendonitis is swelling and pin, numbness and tingling auggest a pinched nerve

Multi possibilities: I am assuming that you are right hand dominant. It could be a problem anywhere from your brain to a peripheral nerve. If it is mostly on the radial (thumb) side on the hand that area is controlled by the medial nerve- common possibilities include carpal tunnel syndrome. If more on the pinky side then Ulnar nerve may be responsible. Your doctor may get Nerve conduction studies to help delineate.

Possibly surgery: There are many potential causes, but it sounds like you may have carpal tunnel syndrome.  A nerve conduction test can usually determine the cause.  If it is carpal tunnel syndrome and you are still symptomatic after bracing, then either injection therapy or surgery are the two more involved options.  Thank you for your question.
