Get treated now, man: Nowadays all acne is manageable and it's unfortunate that you've been through years with the disease and gotten scars. Topical benzoyl peroxide, retinoic acid, and/or Clindamycin are for starters, and you are likely to need an antibiotic such as tetracycline 500 2x/day; if you're not clear soon, consider Accutane for your severe disease. Dermatologist can hide scars when you are cleared up.

White spots on skin: White or pale circles or circle like patches on the skin is most likely to be a fungal infection.  If it is wide spread you may need oral medication for this.

There is a condition called "idiopathic guttate hypomelanosis" that is very common and completely benign which can present as you describe. However, to be sure you should have your primary care doctor have a look. You may need to be seen by a dermatologist but probably is good to start with your main doctor.

Skin tone variation : Changes in skin tone are very common after trauma to the skin. These changes are more visible in darker skin, but occur in all skin types. Sun protection with sunscreen is always the first step. You can try topical agents that decrease skin pigment, but these have unreliable success.
