Warts: As you mentioned, these can be warts. There are probably over 60 different strains of the virus that causes genital warts and some of these viruses are slow growing and may not change over time. These lesions can also be some other type of benign lesion as well. For definitive diagnosis, a biopsy is recommended. If these are warts, they are transmissable to your partner, even if they don't change.

But, you should get this treated so that you are less likely to pass it along with sexual intercourse or other sexual activity. 

Warts come from hpv. Hpv can cause cervical, throat and rectal cancer.

Yes: Hpv can be transmitted from infected individuals even if there are no warts present.  In fact, most hpv strains do not manifest as warts at all.  Your best bet is to use condoms, although hpv transmission is not entirely prevented by condom use.

i had liquid nitrogen treatment on a warts on my penis, 4 days and the area around my wart is darker the wart has not changed worred about color?

Recheck with doctor: If the freezing treatment was effective, the warts themselves should turn white then darker like scabs, and in a few days should clear up or fall off. The skin around might change color somewhat as well. But maybe the diagnosis is wrong? If in doubt, contact the doctor or clinic where you were treated.

hi..i tried to treat a wart on my penis.it is on thin skin between the head an shaft.i used the cold spray you can buy online and the cone shaped applicators... when i was doing it it passed under the cone apparently and it froze the thin skin?

Precursor: The presence of a genital wart is probably associated with HPV. This should be treated and blood test checked for virus.  Also the most common site for both HIV and HPV in the penis is related to the mucosa of the foreskin. One should check if foreskin present whether virus is present and if so appropriate treatment employed.
