See a Dermatologist: Periungual warts are very difficult.  In my hands the best treatment is to treat the warts with DNCB immunotherapy.  I have treated over 500 patients this way with excellent success in nearly every patient over the past 30 years.  Lasers can also work.  Freezing this type of wart is very painful and does not work well.

Could be a wart: Warts especially on hands are easily irritated due to pressure, scratching etc.  The inflamed wart will be red swollen and painful but should calm down in a few days.  It needs to be seen by an md and are easily treated.    Good luck!

Wart: If you have a wart you can first try over the counter treatment like salicylic acid or even a freezing spray. Be careful...Follow the directions...If it persists make an appointment with a board certified dermatologist for further evaluation and treatment.

Cannot see this: Need to see and perhaps touch the lesion before a diagnosis can be made.  Sometimes a herpes lesion called a whitlow can present like this initially before breaking down.  Go see a doctor.

Could be: It is not feasible to provide an opinion without examining you. It does not appear to be an urgent matter and you may discuss it with your doctor when see her/him next.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex. 
Get HPV vaccine.

i've had this very small, hard, round, flat bump on my pointer finger for months, i've used wart cream and it came back, then i tore it off, and it bled quite a lot, but still, a couple days later, it came back, what is it. and how do i get rid of it?

You need to see a: dermatologist for ultimate treatment, if it is a wart, it needs different treatment, as it can recurr if not completely eradicated, best wishes
