Virus: This sounds like what is called a viral exanthum.  This is a rash that comes from your body when you have a virus.  It usually goes away on its own after the virus is cleared from your body.  Drink plenty of fluids and only eat mild foods like bread and crackers.

Fades: Vomiting and retching cause straining which in turn can affect the facial skin vessels to dilate which results in redness. This should gradually fade as long there are no further episodes of retching and vomiting. If there is continued nausea, drink flat room temperature ginger ale which relieves nausea.

No: Temperatures are rarely 98.6 exactly and can vary a degree or two downward.  No worries about her temperature.

Viral?: After vomiting small blood vessels pop on the face and can give you a rash, but a rash and the nausea and vomiting can also result from a viral infection. If the symptoms persist, see your doctor for a proper diagnosis.

Basics: Such rashes are often just irritation from acidic stools but may also become yeast filled over time. Simple barrier creams like petroleum jelly or zinc oxide can help some, An antifungal cream may be needed if this does not improve things in a day or two. A doc visit is okay if convenient but likely unnecessary.

COULD BE: It could be diarrhea could cause a lot of irritation to the anal area and could irritate the hemorrhoid
he is 33 years old most likely it is something simple
eat yogurt and banana that might help the diarrhea but it is safer if he consulted with his physician this way he can assure hime specially if the bleeding persisted.

Common issue: The average toddler will have 2-3 episodes of vomiting/diarrhea /yr due to common gut viruses. Many of these are followed by simple rashes.

why does diarrhea in infant/toddler make their skin red and sore? it seems to make their skin raw no matter how much diaper/vaseline i use.

Baby skin: Their skin is just much more sensitive to the irritation from the stools.  It is a challenge when they have diarrhea to keep them from having the irritation.  The only answer is to put a barrier on the skin - ointments with zinc are usually the best.  Good luck
