Most likely...: Soething in the tablet, other than the vitamin d3.  I recommend d3 in gel caps.  By the way, I have never had a patient complain about this!

Decisive treatment: Don't know if it's the cause of your itch, if you are B12 deficient, either from an ill-advised experiment with a vegetarian lifestyle without supplementation, or pernicious anemia or harboring a fish tapeworm, you had better start getting supplemented now and continuing or you are going to end up with brain damage. Forgive my frankness, and i hope your physician made this clear as well.

Rare: Most people do not commonly experience side effects with vitamin d, unless too much is taken. Some side effects of taking too much vitamin d include weakness, fatigue, sleepiness, headache, loss of appetite, dry mouth, metallic taste, nausea, vomiting.

can consuming vitamin c help with itching and breathing difficulties acquired from shellfish allergy reaction?

Not enough: Shellfish allergy can be life-threatening, especially if you have breathing difficulties when you eat it.  Taking vitamin c is not enough to guarantee that you will prevent a reaction.  If you have a shellfish allergy, you should not eat it at all.  It's also a good idea to see a doctor about this allergy and make sure you don't have others.

can a lack of vitamin d cause skin itching? its not my kidney or liver ive had extensive testing?

: Itching is not a usual symptom of vitamin D deficiency. 
For healthy diet: http://www.choosemyplate.gov/., exercise 30 minutes/day, drink enough water daily so your urine is mostly colorless, have safe sex, no tobacco alcohol weed or street drugs. 
Get HPV and Covid vaccines. Wish you good health!

Best to see Urologis: Need to see urologist to have urinalysis and exam. Hard to answer without these tests.

Probably not: Since breastfeeding moms have been, and usually still are, taking prenatal vitamins or once-a-day multivitamins, having vitamin deficiencies  to the point of actually getting symptoms are unlikely. If there are any other symptoms present, a primary care doctor can evaluate the rash and other symptoms.

i've had occasional bone pain, muscle twitching, fatigue, itching of the skin. fatigue worse after vitamin d supplement. could it be low magnesium?

Get a diagnosis: Muscle twitching and shortness of breath can be a signs of a serious problem.  Before you decide on treatment you need a diagnosis.  See a neurologist. Or your family doctor first.
